If a runner steals a base and the batter foul tips strike 2 and the catcher catches the foul tipped ball, does he have to go back to the base because it was a foul ball?

No…… this is considered a “strike” as long as the ball is secured by the catcher. If the ball touches the ground or anything else, it would then be considered a foul ball, and runners would return.
